The French Parliamentary Ongoing Crisis: The Beginning of a Fresh Governmental Reality
In October 2022, when Rishi Sunak assumed office as British prime minister, he became the fifth UK leader to occupy the role over a six-year span.
Unleashed on the UK by Brexit, this represented exceptional governmental instability. So how might we describe what is unfolding in the French Republic, now on its fifth prime minister in 24 months – three of them in the last ten months?
The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the price for his administration's continuation.
But it is, in the best case, a short-term solution. The EU’s number two economic power is locked in a political permacrisis, the scale of which it has not witnessed for decades – perhaps not since the start of its Fifth French Republic in 1958 – and from which there appears no simple way out.
Governing Without a Majority
Key background: from the moment Macron initiated an ill-advised snap general election in 2024, the nation has had a hung parliament split into three warring blocs – left, the far right and his own centre-right alliance – none with anything close to a majority.
Simultaneously, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and budget shortfall are now almost twice the EU threshold, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are approaching.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.
In September, the leader named his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he encountered anger from allies and opponents alike.
To such an extent that the next day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he cited political rigidity, saying “partisan attitudes” and “personal ambitions” would make his job all but impossible.
Another twist in the tale: just hours after Lecornu’s resignation, Macron requested he remain for another 48 hours in a last-ditch effort to salvage cross-party backing – a mission, to put it mildly, filled with challenges.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he appeared on television to say he thought “a solution remained possible” to prevent a vote. The leader's team confirmed the president would name a fresh premier 48 hours later.
Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s moment of truth. Could he survive – and can he pass that vital budget?
In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were waiting for: Macron’s flagship reform would be suspended until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support no-confidence motions proposed against Lecornu by the far right and radical left – meaning the government should survive those votes, due on Thursday.
It is, nevertheless, by no means certain to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be demanding further compromises. “This move,” said its leader, Olivier Faure, “is only the beginning.”
Changing Political Culture
The problem is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, like the PS, the conservatives are themselves split on dealing with the administration – certain members remain eager to bring it down.
A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the RN, radical-left LFI, Greens, Communists and hardline-right UDR want him out.
To succeed, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in two years is, similar to his forerunners, toast.
Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the divided parliament musters collective will to pass a budget by year-end, the prospects for the government beyond that look bleak.
So is there a way out? Early elections would be doubtful to resolve the issue: surveys indicate pretty much every party bar the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.
An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would dissolve parliament and aim for a legislative majority in the ensuing legislative vote. But this also remains unclear.
Polls suggest the future president will be Le Pen or Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not emerge from its quagmire until its leaders accept the new political reality, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and compromise is not synonymous with failure.
Many think that cultural shift will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and even disincentivizes – the emergence of governing coalitions typical across Europe. The Fifth Republic may well have entered its terminal phase.”
